who knows why my Frenchie was born with a itty bitty tail? it wags when he is happy and everything. neither of his parents have a tail. i am so confused here.

Birdie is 10 weeks old. I'm assuming he is a Pied Isabella Merle with both eyes being blue. Am I right about his color?
