Wont pee outside but pee's once we get back inside

This is my first puppy not to mention my first frenchie but my sister has had a few puppys and I interacted with them helping them get house trained etc. So yesterday i bought a 6 month old frenchie from someone who i think kept it in the house a lot because they have 2 big German Shepards and they scared and harassed the frenchie and couldnt get a long so they decided to sell him. So ive been trying to take him out every hour or two on the leash for a long time like a hour or hour and half and all he does is snoop around and sniff everything, etc normal puppy stuff. But he NEVER pee's or poops EVER well its been 2 days but still lol, as soon as we get back inside and i put him in his blocked off area in the laundry room since it has that cheap laminate flooring within im guessing 10 mins he pee'd all over the floor. Usually when we get back in from outside i put him in his blocked off area, i put his leash and harness up, wash my hands, put my shoes up and when i check back on him theres pee all over the floor. Any explanation, advice, tips or anything as to why he does this?
 
First off, congrats on the new puppy. :)

Is it possible that the former owner used potty pads instead of taking the puppy outside? Or maybe he's not used to going potty while on a leash?

My advice would to start crate training him, instead of giving him the entire laundry room. If you have your own yard, I would take some of his poop and put it in the area where you want him to go, and take him to that one spot every time. You might want to also only take him out only to potty (not for play or exercise) for a bit, until you think he understands exactly what he needs to be doing out there.
 
Thank you i'm excited to have him its just this issue thats so irritating. But yes they did use the pads and i'm pretty sure he didn't go outside much. But the area in the laundry room isn't big after the washer and dryer its maybe 3x3 area for him to roam. I was thinking about crate training him do u think leaving him in there for 8 hours while i'm at work is a lot? I don't have family here in Cali with me so its only me taking care of the puppy.

And my lunch break is 30 mins and the drive to work is 20 so me going home for lunch isn't an option.
 
Well let me rephrase that the previous owner said that he is pas trained which is good but I want him to know that he can potty outside just not too sure how to get him to acknowledge that
 
Unfortunately, I think you are going to have to crate train him. Bambi hates peeing outside. I have to go out with her and see her pee, otherwise, she will come in and pee on the floor when I am out of the room. (I don't have trouble with this, but my husband just opens the door and lets her out, and then she comes in and pees. I keep telling him that he has to go out with her and actually see her pee; otherwise it's no good.) I would get some extra special treats that will make his eyes roll back in his head - like tiny pieces of weiners, or chicken or tiny bacon pieces. Take him out a few minutes after he eats and watch him, or put him on a leash and walk him around the back yard. If/when he pees, give him lots of praise and then give him a grand treat and take him right in. If he doesn't pee after a few minutes, taken him in and put him in his crate for 15-20 minutes and try again. They are very smart. He will get it. Also, whenever you take him out, use a buzz word. We say "do you want to go potty-potty?" Bambi knows when she hears that, she is going outside like it or not, and we are not coming back in until she pees. Now she can pee in two seconds flat, especially if it is raining! :D Good luck.

Also it helps if you have another dog go outside at same time as your dog and pee. Dogs often like to pee on top of other dogs pee as a sign of dominance, so your dog might then pee on same spot.
 
I keep seeing people say chicken, how do you use it? I mean I know u don't season the chicken like u would for a human but for a dog how do you cook it or whatever lol.

3x3 is a small area, when you aren't talking about potty training. If you are talking about potty training, it's just way too big. You want them to only have enough room to comfortably lay down and turn around. You can find tons of good tips online.

Can you possibly hire someone to let pup out mid-day for a week or two? It might be a good investment in the long run.

Tasty treats are a must, in my book, but I don't make my own.

If you want to do home cooking for dog, easiest way is to buy a base mix such as Honest Kitchen Kindly or Preference, then add your own protein such as chicken. No special way to cook the chicken- either cook on top of stove till brown, or bake in oven. It can be either chicken breast or ground chicken. I wouldn't bother making chicken snacks- just buy one of the many dog treats already prepared, eg. dried beef liver snacks from Costco.
 
8 hours is a long time to leave a dog in a crate. Can anyone come let him out? It's too much to ask him to hold it that long (especially at that age) but it's also hard on a dog to keep them confined for that long
 
Gang gave great insight.... keep in mind, he is adjusting to a new home and new routine... and at the age of 6 months, 8 hours is too long to hold it... you'll need a pet sitter if you want to not come home to a mess, sorry.

also, when you see he has done anything in the house.. unless you catch him actually in the process.. do not try to correct or reprimand - they have no idea what you are scolding them for unless you correct at the time of the action.

When outside for potty.. treat immediately while potty has happened.. and praise like there is a party going on.
