Im looking at a new puppy but is fci female 4 months but max is akc if the have puppy s can the puppy s get papers?

Not through AKC. Both sire and dam have to be AKC registered. Plus in my opinion, only show quality AKC registered Frenchies should be bred, in order to better the breed.
