Measuring for a life vest...

So, I'm trying to get a life vest for Bentley but sizing just doesn't seem right.
Measured about 11" neck and 18.5" chest.
However this doesn't match what items he currently has.
I have a "Large" Darth Vader harness from petco that he is maxed out on but the sizes on the site show much larger dimensions. "For Chests 23.5"-30" For Necks 14"-16""
If that wasn't enough we won a "Large" Frenchie Bulldog harness, collar and leash at a Frenchie meetup and this is much too large for him (I have rigged the chest so it fits as the neck won't just fall off it's just quite loose). Their dimensions say "Neck 16" Chest 14-26"".
Something just doesn't seem right.

I'm afraid I'm going to get something that is either too small or too large.
I was going to get a Medium Outward Hound ripstop. But I'm afraid it may fit him for a month then have to get another as he is only slightly over 4 months old...

Here's photos of life vest that we have got for Moses last summer. It has adjustable velcro strips and clip-straps both from neck and under belly. He also has grown quite a bit since last summer and these still fit perfectly. These are sized as per kg, Moses has a version that is for 10-20 kg dogs.
The straps are well adjustable, so these worked well when he was only few months old and still now when he is 1,5 years.

Even that one seems to have neck and chest measurements along with weight measurements.
I took Bentley to the beach and he swam fine without one but I'm still going to get him one. Just need to find out how to really measure this thing.

I run into the same thing with Bisou. She's right on the cusp of medium and large in most sizes, but sometimes we'll come across something where she fits best in size small. It's mind boggling. I've stopped buying anything for her that doesn't have neck and chest measurements spelled out. We got her a life vest that's a little too long past her butt for her, but the chest and neck fit perfectly so I'm fine with her looking a little silly in it.
